The map is a fair bit larger when the proper unreachable space in NV is taken into account, it's mostly down to how navigation feels and partially down to the fact the 8.5 square KM of New Vegas' map are stretched out a little thinner, the northernmost and southernmost point in NV are farther out than those in 4.
